Eczema related to hormones in dog

My Great Dane, Sarah, breaks out in itchy, bumpy skin, that flakes off, becomes multiple small bald spots, and she also licks and digs it off. It only seems to occur during and after her heat cycle. She usually goes into a false pregnancy after her heat, and this break out is the worst I've seen on her. She's had antibiotics, and steriods injections, and that always clears it up, but I fear for her liver, and want to know if your product, Derma-IonX will work for her. I have been showering her with a good tar shampoo, to help her skin feel better, and she is happier after the shampoo, for a day, but the bumps remain, and are coming up all over her body. Hydrocortizone cream also helps to take the sewlling down, and relieve her of the itching, but I would have to use at least 5, 2oz tubes each day. Any open spots that begin to show infection, I am applying Silver Solution ointment by Curad, that is 55ppm, and that clears up any infection within 24 hrs. It is overwhelming to have to keep applying all this product all over her, and it only helps as long as it is on; I have to re-apply it a few times a day. I am hoping for a solution that she can take internally, to help clear this up, but again, this eczema always, only occurrs during and/or after her heats, with a false pregnany along with it, so it isn't a condition that is allergy related; I would logically guess this is purely hormonal, and no, I do not want to get her spayed, as that will spread her hips, just enough to create hip issues, and this is not a good thing for a Great Dane. She already has all the her skin issues, so I don't know if she has any liver or other organ issues, so surgery is not an option for my sweet, sentitive, silly Sarah. I cannot stand seeing her so uncomfortable like this.

Possible Eczema

I have a cat who is licking and biting the fur off her back on both sides of her spine. She acts as if the area is sensitive and it feels very warm occasionally. They have given her a steroid injection which did not seem to help at all. I was told that she had a twisted muscle near her spine and was doing this for relief from the pain. Help!
