Can the product Arthro-IonX be given to a puppy who has been diagnosed with hip dysplasia in both hips? He is 6 months old.

Yes, Arthro-IonX is safe to use in a puppy. It is all natural and can be used long-term without risk of side effects such as what sometimes occurs with long-term NSAID use.
